The American Recovery and Reinvestment Act of 2009 (ARRA) was an economic stimulus bill passed by the U.S. government intended to create new jobs lost in the recession of 2008. The stimulus bill allocated $8 billion for infrastructure projects. The FRA Federal Railroad Administration provided a grant worth $1.3 billion to Amtrak to make repairs and upgrade railroad infrastructure.

GAC was responsible for improving the conditions at Amtrak stations in Iowa, Indiana, Illinois, Kentucky, Michigan, Ohio, and Wisconsin. The construction for each site included installing new wheelchair lift shelters, concrete slabs, accessible parking spaces, and signage. Additional work at the Rensselaer, IN station, consisted of a cast-in-place concrete platform with replaceable wet set detectable warning tile, lights, and a platform guardrail. Construction at the Beech Grove Amtrak Facility also included removing and replacing the rubber membrane roof, replacing the existing rooftop HVAC unit, installing fume extractors, and removable railings. Added work at the Alliance, OH station consisted of a new unstaffed small shelter, a cast-in-place concrete platform with detectable warning tile, lights, and a platform guardrail.
