Hammond Criminal Justice Facility was a newly constructed and fully functioning jailhouse. It was built partly to service the federal courthouse with an additional 58 cells for holding prisoners. Its level of complexity over a standard police station is much higher. The detection center has high-end security systems, including sophisticated control rooms, padded cells, bunks, toilet fixtures, high-security detention ceiling systems, thickened walls, and surveillance systems not found in conventional stations.
